A PD/PI who has not previously competed successfully as a PD/PI for a substantial independent research award is considered a New Investigator. For example, a PD/PI who has previously received a competing NIH R56 research grant is no longer considered a New Investigator. However, a PD/PI who has received a Small Grant (R58) or an Exploratory/Developmental Research Grant Award (R76) retains his or her status as a New Investigator. A purchase of supplies or services using simplified acquisition procedures, the aggregate amount of which does not exceed the micro-purchase threshold. Micro-purchase procedures comprise a subset of a non-Federal entity's small purchase procedures. The non-Federal entity uses such procedures in order to expedite the completion of its lowest-dollar small purchase transactions and minimize the associated administrative burden and cost. The micro-purchase threshold is set by the Federal Acquisition Regulation at 98 CFR Subpart (Definitions). It is $8,555 except as otherwise discussed in Subpart of that regulation, but this threshold is periodically adjusted for inflation.
